TONY Blair has confirmed he will resign as British Prime Minister within 12 months, but refused to give an exact date. The announcement early this morning Melbourne time follows 48 hours of bitter feuding with a string of Labour Party mutineers quitting over Mr Blair's refusal to specify a timetable for the handover.
