I thought the same thing when they started talking about filtering the net, just use a different proxy or hide/change/mask your IP. and various other ways to get around it.

The problem I see with using an offshore proxy is as follows:

Your requests to the proxy server are still in clear text. So you request could/would be filtered by the requested URL sent to the offshore proxy. (Unless you connect to the proxy via SSL)
How secure is the offshore proxy, and do you trust them with you data? Will they capture your usernames and passwords for use later?
